Major Projects - Advance Site Formation and Engineering Infrastructure Works at Kwu Tung North and Fanling North New Development Area Advance Site Formation and Engineering Infrastructure Works at Kwu Tung North and Fanling North New Development Area Project Number: 7747CL Brief Description of Project Scope: The project is part of the first phase of the Kwu Tung North (KTN) and Fanling North (FLN) New Development Area (NDA) development and comprises mainly: site formation of about 70 hectares ("ha") of land (including soil treatment works) in the KTN and FLN NDA; construction of the Fanling Bypass (Eastern Section) of about 4 kilometres ("km") long, which is a dual two‐lane carriageway connecting the FLN NDA to Fanling Highway, about 10 km of local roads and about 10 km of footpaths, and about 4 km cycle tracks within the NDA area, and associated junction/road improvements; engineering infrastructure works including drainage, sewerage (including two sewage pumping stations), waterworks (including a fresh water service reservoir of about 27 500 cubic metres ("m 3 ") capacity and a flushing water service reservoir of about 11 500 m 3 capacity in the KTN NDA), landscaping works and slopeworks; part expansion and upgrading of Shek Wu Hui Sewage Treatment Works ("SWHSTW") to increase its treatment capacity by 20 000 m 3 per day; reprovisioning works; and implementation of environmental mitigation measures and environmental monitoring and audit ("EM&A") programme for the works mentioned in paragraphs (a) to (e) above. Commencement Date: 27 September 2019 Completion Date: 17 March 2022 (Actual Completion) Contract Sum: $232 Millions Contractor: New Concepts Engineering Development Limited Contract No. ND/2019/01 Scope: The works mainly comprise site formation of land under the First Phase of KTN NDA (including soil treatment works); construction of engineering infrastructures including drainage works, sewerage works (including temporary sewage treatment facilities), waterworks (including a fresh water service reservoir and a flushing water service reservoir), roadworks (including carriageway, footpaths, cycle tracks, a subway and junction improvement), pipeworks for district cooling system, slope works and landscaping works; and construction of associated environmental mitigation works including noise barriers/noise enclosures and low noise road surfacing.
