Major Projects - Site Formation and Infrastructure Works for Public Housing Development at Cha Kwo Ling Village, Kowloon East Site Formation and Infrastructure Works for Public Housing Development at Cha Kwo Ling Village, Kowloon East Project Number: 7849CL Brief Description of Project Scope: The public housing development at Cha Kwo Ling Village will provide about 4,500 public housing units to accommodate about 12,600 people. The Civil Engineering and Development Department will carry out site formation and infrastructure works for the development including the construction of a carriageway cum footpaths to connect Ko Ling Road and Cha Kwo Ling Road, a pedestrian link, relevant road improvement works and slope works. This project will involve land resumption and clearance. Regarding the proposed land resumption and clearance limit, please refer to the plans below. Ltd. Approved Project Estimate: $1,046 million Status: The construction contracts for Phase 1 works and Phase 2 works commenced in July 2023 and March 2025 respectively. Contract: Contract No. SD/2022/02 Scope: The Phase 1 works mainly include site formation works of land platform with a total area of about 1 ha. They will be carried out together with site formation and infrastructure works for the development of ex-Cha Kwo Ling Kaolin Mine Site (Phase 2). Commencement Date: 31 July 2023 Completion Date: 2027 Contract Sum: About $680 million Contractor: Vibro Joint Venture Contract No. SD/2024/02 Scope: The Phase 2 works mainly include site formation works of land platform with a total area of about 7.9 ha, the construction of a carriageway cum footpaths to connect Ko Ling Road and Cha Kwo Ling Road, a pedestrian link, road improvement works and ancillary works including drainage works, sewerage works, waterworks and roadside greening works.
