{ "RundownID": 1454177, "HansardID": 8252, "MeetingDate": "2026-01-28T00:00:00", "HansardType": "English", "SectionID": 34, "SectionName": "MEMBERS' MOTIONS", "SpeakerID": 186, "SpeakerName": "DENNIS LEUNG", "Speeches": "MR DENNIS LEUNG (in Cantonese): Deputy President, I thank Mr Dominic LEE for moving the motion on “Enhancing the transport network and community facilities at Pak Shek Kok”, which provides this Council with an opportunity to discuss community development work to address residents’ concerns, particularly those relating to necessities such as transport and supporting community facilities.The New Territories East team of the Hong Kong Federation of Trade Unions (“HKFTU”) has consistently been attentive to the development of various districts within the New Territories East. In particular, with the successive completion of housing estates to the north of Ma On Shan and near the Hong Kong Science Park (“HKSP”), the population has been steadily increasing. The demand for transport infrastructure and the construction of community facilities in these new neighbourhoods have become matters of significant concern for incoming residents. The rising population places considerable pressure on local community amenities and supporting services. To build a better home for the community and to provide residents with a sense of security, fulfilment, and well-being, it is imperative that comprehensive strategic planning and improvements be implemented across the entire neighbourhood’s operations.Last year, HKFTU fully supported the construction of Trunk Road T4 in Sha Tin, monitored the progress of works on the New Territories Circular Road and Tai Po Road (Sha Tin Section), and paid particular attention to the progress of the widening of the T6 Bridge of Tate’s Cairn Highway from the dual two-lane carriageway to a dual three-lane carriageway.Last year, HKFTU did advance work and engaged with the Highways Department to highlight areas requiring further attention in the T6 Bridge improvement works. This included studying enhancements to the junction layouts at Chak Cheung Street, Sui Cheung Street, Science Park Road and Chong San Road to enhance vehicle flow and ease traffic congestion at Pak Shek Kok. My amendment therefore, focuses on this key task in enhancing the transport network at Pak Shek Kok.Currently, residents of HKSP and Pak Shek Kok wishing to transfer to the East Rail Line or other transport modes at University Station must pass through the two roundabouts at the Chong San Road junction and the Science Park Road/Chak Cheung Street junction. Traffic flow and speed at these roundabouts severely impact journeys, significantly increasing travel times, which is highly undesirable. Furthermore, motorists must pass through the Chong San Road junction and the roundabout at Science Park Road/Sui Cheung Street to reach the T6 Bridge towards Kowloon. Here too, traffic is severely impeded by traffic lights and roundabout arrangements, resulting in very slow vehicle flow. Even when travelling northward towards the North District, motorists must navigate two roundabouts, which similarly cause significant disruption to vehicle flow.Although residents can access the New Territories Circular Road and Tolo Highway via the northern roundabout exit on Chong San Road, congestion still occurs during peak hours, with the junction design failing to accommodate current vehicle flow. Therefore, when undertaking the T6 Bridge improvement works, it is imperative to study improvements to the junction layouts of Chak Cheung Street, Sui Cheung Street, Science Park Road and Chong San Road to genuinely resolve the congestion on the roads in this area. I hope that all Members will support my amendment.Indeed, another crucial task is the construction of the new Pak Shek Kok Station on the East Rail Line at HKSP. By leveraging the mass transit railway network, we aim to shift residents’ reliance on private vehicles toward the rail-based public transport system. Therefore, I support the proposal in Mr Dominic LEE’s original motion urging the Government to immediately announce the detailed planning and design scheme as well as the construction timetable for Pak Shek Kok Station. The sooner a decision is made, the sooner residents can be provided with more convenient transportation options.Residential areas should not be developed solely for accommodation. The Government must adopt a holistic approach in planning and arrangement to ensure that residents have access to adequate community amenities within their neighbourhoods, thereby eliminating the need to travel to other communities for basic daily necessities. Therefore, my amendment incorporates community and livelihood facilities, such as markets, which are the most fundamental supporting facilities. HKFTU envisages an ideal community where sufficient land is reserved during planning for markets, community halls, libraries, as well as recreational, sports, and cultural facilities, enabling residents to meet their daily needs. The Government can seize the opportunity presented by the construction of the new Pak Shek Kok station on the East Rail Line at HKSP to employ the “single site, multiple use” design. This approach would optimize the use of limited land resources to enhance community amenities, enabling residents to truly share the vision of having a place where they can live and work in contentment.Indeed, with the development of the Northern Metropolis, the flow of people and goods will continue to increase, not only placing a traffic burden on the entire North District, but also impacting Sha Tin and Tai Po. Therefore, I urge the Government to expedite the implementation of the Shatin Bypass project to further ease congestion on Tolo Highway and at Pak Shek Kok. Smooth traffic flow naturally injects momentum into the economy and enhances citizens’ willingness to participate in the workforce, propelling Hong Kong towards greater heights and forging a new future.Deputy President, I so submit.", "SeqNum": 172, "HansardFileURL": "https://www.legco.gov.hk/yr2026/english/counmtg/hansard/cm20260128-translate-e.pdf#nameddest=SP_MB_LTW_00172" }
